TherapyPM usually allows you to schedule appointments when both approved and unapproved units are entered as "0". In such cases, the system considers the appointments as having no limit, allowing you to create them without restriction. 

You can fix this issue by updating the min value to 1. This will ensure your scheduling is limited based on the approved units.
